    Maybe I'm just unlucky, but every Mopar I've owned seems to deplete the bottom half of the tank than the top half. I figured it was something to do with the resistance of how the gauge works, and the float sloshing around more in a half tank.

    Try softening the rubber boot you have. Use a hairdryer (or oven is you can get away with it). Down here in the desert, I'd just leave it outside for a few hours as we're already triple digits. Another option if the heat doesn't soften the boot is diesel fuel, but that makes it kinda stinky...
