This has surface rust on the entire outer surface.It is NOT rusted thru.This fender is very solid.Someone welded in the side marker area.I will not ship this due to shipping costs and the time to build a crate.You will not find a lower price fender at this price in this condition anywhere else.$120.I am located in Keene NH.Pick up only
