*Another* Where does this firewall wire go? (pics inside)

Hi all,
Picked up a 70 Cuda w/ factory 340 and 4spd trans. Trying to figure out where a wire goes that was cut and taped off.
It is a thick black wire coming out of the firewall loom (right next to the oil pressure sensor wire) and is hot at 8.95V with ignition on.

*EDIT* Ok, I checked with the Ohm Meter and that disconnected wire is one of the two wires going to the right side of the ballast resistor. So that is solved, but where is that wire supposed to go? Also worth mentioning. The left side wires on the ballast resistor are the input wires and putting out roughly 8.95V. That 8.95V is also measured exiting the ballast resistor on the right (opposite) side. Shouldn't the ballast resistor be reducing that voltage?

Additional Bonus wire question: My ballast resistor (right side) has a wire coming off it that appears to also have been cut. Any ideas what that was for? It appears to be an afterthought and possible spliced in to one of those right side ballast resistor wires?

Hint find the coil and start there. The brown wire on the ballast has full voltage to the coil when starting . The blue wire is run at a reduced voltage.
