door pulls??? do not know proper name

what is the correct position of the bracket that bolts to the door frame? have one arm rest screwed to the panel but what are the Bottom holes for?

Mine is a ‘70 Challenger but the door panels were changed to later model at some point.

This is from my 1970 Barracuda. I had just taken the door panel off and took this photo to make sure I out it back on correctly with the new pieces, which it did.
