I have a 1970 Dodge Challenger with disc brakes on the front I was wondering if they come with the big silver dust shield from the factory

Yes, and repros are available. The last I checked Dale's had the best price, but I'm sure if you shop around, you can do better.

As a sidebar note:
Should the shields be painted black?
I have seen stock restorations where this was the case,m and others where they are silver.
My original shields have the remnants of black paint on them.

Good point! According to the ICCA judging/restoration guide, the finish on the dust shields for 1970-72 E-Body should be 40% gloss black paint and 1973-74 should be galvanized (see photo.) Like anything else Mopar though, take it for what it's worth...

The shields on my T/A were definitely black.
