Holes in Rear Flange of Package Tray

Working on my 71 and repairing a piece of the back flange. I note the rear flange on the package tray which spot welds to the upper trunk filler/dutchman panel has various large and small holes in it. Given that it welds behind the dutchman what are these holes used for? These appear to be factory.

This help. I would take a guess to say, there jig hole to line the piece when stamped or assembled. Not a clue.

The long thin one is for the rear window defroster. The motor fits in a speaker hole. That's how it was done before the electric tape was embeded in the window. The blower defroster was useless till car warmed up.

Can someone measure their dutchman panel/upper trunk filler panel for me?

And the measurement between quarters up near this area??

It's looking like my replacement dutchman is kind of short, but I don't want to start just cranking away on the flanges to get them together.
