How the heck so i get under the back seat?

So I need to put my new lap belts in my 70 chally, but i cant lift the dang back seat. I know there are those two bars on either side that you need to lift up from underneath, but they won't seem to budge! It's very frustrating! How does this thing lift up?

Also I'm looking at fixing my broken door locks. I know if someone really wanted to get in they could, but a locked door keeps an honest man honest right? What's the best way to do this? I'd like to get an idea of what all is involved before I start tearing into things. I'm new to these cars, so I usually start by just unscrewing things and looking around haha

These are a pain in the arss, I have found in my dads `71, you have to push down really hard on the forward edge of the seat above the hooks that are welded in to the floor and back at the same time. If you get it to do this, then you lift up and it's out.
As far as your door locks, I think you will find your problem obvious by taking the door panel off and checking that all of the rods are attached with the clips that rotate into place with a u shape that captures the rod.
