Is this right?

1973 Challenger. While disassembling in the cowl and fresh air intake of the hvac box area I found it was stuffed with insullation. Is this right or the remnants of a varmet nest. There were no dropings in the car. The car was virtually rust free except in this area due I think to the insullation holding moisture.

Sounds like mice found a home there, have had same problem when I was changing out my heater core.
