want to know correct color for block it is dated late 69 an I think orange but wanted to make sure
 
It should be blue. Is it the original block? If so, can you look for the original color on it?
 
yes numbers matching block came from machine shop with a spot or two of orange no blue anywhere.
 
It's an on going question. It seems that all 71's were orange. The rule for 70 is blue auto and orange 4 speed. So when was the change to all orange; mid to late 70 production or for 71 production?
 
Orange it is then! If the engine had not previously been rebuilt and the only paint found on it is orange then I'd say it left the factory that way.
 
Interesting - your engine SHOULD have been blue, but if there are traces of orange then it seems you have an oddball that got the "wrong" engine put in, or at least the wrong color paint applied.
There was another example that surfaced where a guy who should have had an orange engine (383 non-R/T 4-speed car) got a blue one instead, so things like this did happen.
Is there a build sheet for the car? Original carburetor?

I would say blue. Although it is a 383 4bbl HP it is still considered a non-high performace version of a Challenger as it doesn't have the exhaust tips so it would be blue.
