Common problem, to fix it the glass needs to come out. Most likely you'll end up breaking the glass trying to remove it. Sometimes you can get it to come loose by soaking it in gasoline or using a heat gun to loosen the adhesive and then very carefully prying it out. It's usually held in by four blobs on those round spots in the picture. Once it's out, drill out the 2 loose rivets / swedges / whatever they are called / and replace with self tapping screws as in this picture, I used phillips head screws on mine. Don't overtighten, you'll need to move the mirror plate back and forth to determine the tension you want. Hopefully you have an automotive glass place nearby, they should be able to make you a new piece to fit the mirror. It's not easy to find a reproduction precut piece as far as I know.
