Parking Brake Pedal Doesn't return

I bought a 70 Barracuda a couple of weeks ago. I'm fixing a lot of little things. I noticed the emergency brake pedal doesn't return when the parking brake is released. Is there a return spring that's supposed to pull the pedal up. I looked on Ebay and noticed on a 71 and up there is a return spring. Could I use the 71 and up pedal assembly? I also noticed when I set the parking brake the mechanism doesn't pull the parking brake cable. I think the cables are rusted. The car is from Virginia and does have rust issues. Thanks

The spring are on the cable inside the drums. Look in the bottom hole of the axle. Part of the spring can be seen there.

If the cables are moving free & adjusted correctly the spring inside the drum will retract the whole cable pulling the pedal up .
If the cables are sticking you need to replace them or lube them until they move freely

The underside of the car is pretty rusted. I think the cables are probably locked up. Thanks

My car was doing this. I just had to adjust the length of the cable. There was too much slack in it. There is an adjustment under the floor pan. This is not the correct diagram, but it is similar. I had to shorten the cable and the pedal returned when released. The parking brake works perfectly. Notice the adjusting nut in the diagram - view C.

My car was doing this. I just had to adjust the length of the cable. There was too much slack in it. There is an adjustment under the floor pan. This is not the correct diagram, but it is similar. I had to shorten the cable and the pedal returned when released. The parking brake works perfectly. Notice the adjusting nut in the diagram - view C.View attachment 137343

I removed the brake pedal and cable. The cable was frozen. The rear cables seem to be okay. I'm going to change them anyway. Thanks

If it's not hooked up in the right place it may not adjust properly. And or become suspectable to damage. It is a parking parking brake first and if not used from time to time it freezes up sooner. Then it can't be used as an emergency brake in times of need. When the paring brake is used that's what keeps them adjusted.

I recognize that picture. That is from my car and that "is" the correct location for the hook on an automatic from 1973. Your picture below with the "yep" is for a standard which I assume is your car. I used the FSM to find the location for a 1973 Barracuda.

That is correct mine is a standard.
