Doesn't look familiar or anything I have ever seen on an E body, doesn't mean it isn't but I've been working on these cars since the 70's and it doesn't ring any bells. But then again I just never recognized it as you are showing it (meaning it could be on a car but I have never seen one off).

Perhaps someone will recognize it.

It might be an old aftermarket fog light bracket.
