Bushing for rear of steering can

Folks,

My horn is honking when I turn the steering wheel. Recent phenomenon. I pulled the can off and see that there is a bushing on the backside of the can between the plate that completes the horn connection and the can. That bushing is broken. I believe that the side move of the plate due to the broken bushing is "shorting" the horn and causing it to honk when I turn.

I have two questions:

1. Does anyone know of a place when I can buy a replacement bushing?
2. Does anyone have experience prying the big snap ring off to replace the bushing?

A friend of mine his car did the same thing as yours.
Take note of the ring position it self cancels the indicators.
I used a pair of gearbox snap ring pliers to expand the clip/ring. Worked out good.
His rubber bush was basically in one piece so we made a "lining" of electrical tape and trimmed it after with a box cutter. The copper ring cannot be allowed to contact the steering column can and it should work OK.
