Ignition Switch Triggers Horn Relay

Hey guys
I'm working on a 70 Challenger 383, 727, console shift. This car is new to me and has sat since 1987. I'm putting it back together after doing a bunch of work to it. Electrically, I replaced the horn relay which was missing, both harnesses under the hood, neutral safety switch and had the rimblow wheel repaired.
When it's in park or neutral and i turn the key to the starting position, the horn relay clicks. The horn doesn't blow when i do this but the relay clicks. I've been doing some reading on here that the door buzzer is also in the horn relay? Is that correct? Also, after i do this, when I take the negative terminal off the battery and put a test light on the negative terminal and negative battery post, there is a voltage draw for about 10 seconds. This car also has the headlight delay feature.
To me, something seems out of whack. Anyone have any ideas?

Key in buzzer is different. Possibility, The horns is not blowing because not hooked up or there not grounded. Turn signal sw probably bad.
