Continuity between powered wires and ground.

should I be seeing continuity between any 12v wires and ground with the key in the on position? Doesn't have continuity in the off position.

Yes not as low as zero ohms but when the key is on any dash lights & things like the ECU draw power from across Negative & positive so you will be measuring the resistance of any item that is connected when the key in on.
If you turn the headlights on with the battery disconnected you will see the resistance drop even lower
