Front Brake Backing Plate Seal/Gasket ... not plate to spindle

Restoring the backing plate on 11" Front drums. Need help with this seal/gasket. On the pad side there is what looks to be a metal seal, and maybe foam pressed between this seal housing and the plate. I'm thinking the inner bearing seal would contact this? This is not the gasket that goes between the backing plate and the spindle knuckle.

What goes there? Seems like when this thin metal housing was pressed into place, there was some of the white foam sticking out of the top.

Is this something to be removed and replaced?

And for extra credit, was there supposed to be a spreader bar on the 11 x 3 front brakes or was that just for the rears.

I'm replying to my own thread to add some more pictures. Some of these were found on the web, the ones with primer are mine.

Looks like there was white foam gasket pressed in on the top of opening, but I don't see any on the lower part.

I kinda tapped on this with a painters tool to see if I could separate the "spindle seal housing" (better name ?) from the plate, and bent the painters tool. On the back, there appears to be indentations, almost like 3 pins were pressed up. Tried with a punch, they don't move. Somehow, I think these were pressed to act like a rivet with the seal housing.

Any information would help. Want to do this right.
