I have an old Galin book that says 12.3% of 1970 Cudas were optioned R22. It also says 16.5% of 1970 Challengers were R22.

Rare enough to send it out for a check of proper operation -
mine was working I still sent it out to get checked some years ago - was only $85
when I listed it for sale - I included the potential repair write up list needed from
the repair shop + phone number

you see most people selling radio's to claim -
( I dont know if it works -- was working when removed )

I would not want to take a chance spending that kind of money on someone's
fake bs word -

the average value at that time was 600 - 1200 in good condition
I let mine go for $450

at least a dozen people wanted to purchase it -
my 2cents...

I was looking to buy a 70 cuda and it had that option and was in storage for a very long time but the guy that got it I think he took it out and kept it and put a am in the dash one reason I didn't buy the car

reasonable enough -
kinda offends you in a way - if that is the only thing he may hiding?
steering wheel - gauges - wheels - seats - center counsel -

a second look at everything of the car... give him the chance to provide the
8 Track and or offer your price -$2k less for the stereo that should have been with it.
( giving the time with effort to find replacement )

How rare is a am 8 track radio for a 70 cuda

Prior to these being "collector cars" people drove them, daily. A radio was a common thing to change out, as times progressed and 8-tracks went the way of BetaMax video tapes.

Present-day, things are different. A classic car is more classic if... its equipped with vintage stuff. Were I selling an E-body without a radio, or some crummy Pioneer piece of junk, I would seek out an original. If I couldn't find an 8-track, well an AM-only is the next best thing.

IMO, present day, the 8-track radio is worth 3-5 times more than just the AM radio alone.

This option is rare, because for a car that was driven, the 8-track function would have had little value prior to it becoming a classic. Just like an original factory polyglass gt tire is rare. It got replaced long before the car was a classic.
