Does this tag belong on all 70-74 e Bodies with a 8-3/4 rear under the gear tag?

It goes under the 8-3/4 third member mounting nut on the passenger side, just above the filler plug. Opposite to the nut on the driver side containing the ratio tag.

Remember also there are paint marks on the bottom of the center section that give the axle ratio! And sometimes the axle ratio tag was found on the opposite side of the drain/fill plug.

As @Xcudame stated, the rear carrier identification markings are listed in the chart below. Color codes with quantity and an additional orange paint daub to note Sure-Grip.
Examples with pics below:
3.55 8-3/4" Rear Axle with a 1.875 pinion and 7290 U-joint had "Three White" plus the Sure-Grip designation adding a third orange paint daub.
3.91 8-3/4" Rear Axle with a 1.875 pinion and 7290 U-joint had "Two Orange" plus the Sure-Grip designation adding a third orange paint daub.

This is the orientation of the gear ratio tag. At approximately the 2 o'clock position (above the stiffening rib) on the 8-3/4" rear carrier. The tag has the hole to the right of the numerical ratio so it does not stick out. Many examples of the tag rotated around on original cars so you will see it rotated in all directions.

Are you asking how to determine your gear ratio or which size yoke?
