Restoration Frustration

A friend has a 1970 Plymouth Barracuda Gran Coupe. It is Sub Lime (Original Color) has the original 383 Rebuilt, Auto Transmission Rebuilt, Rebuilt 3.23 Limited Slip rear Axle, New Front end, Suspension and Brakes, New factory Air Conditioner, Restored interior with reupholstered seats, an ABC Mopars steel core dash pad. New Headliner with the overhead consolette, and original Luggage rack on the trunk. Everything has been gone through. Just waiting on a tweak of the distributor.

The problem is too many roadblocks have caused Him to Ponder getting rid of the car. DMV first told Him that He did not need a smog certificate before getting a classic Plate. Then they said He needed a smog check. The car then needed a new distributor and Coil. He has been restoring this car since 2019. He is so fed up with DMV and all the delays that He told Me He is planning on parting out the car out of Spite! I advised Him to keep the car, but He is so angry He just wants it gone! I know one thing; The DMV is a draconian institution that needs to go!

Don't drive the car to DMV. I did that and they wanted all back registration plus penalties paid going back to the last time it was registered. They said once the wheels hit the pavement, registration is due, so trailer it if they want to inspect it.
Do a non op on it.
If the engine is the original year and size and has a stock rebuild, smog should not be any problem.

He'll regret parting out the car for the rest of his life.
My only advice would be: help him any way you can. You seem to care since you posted that here.
You could be the reason why he'll keep it and enjoy it.
