Torsion bar Tension Adjusting bolts

I have the height adjusted on the front of the car at 24.5” on both sides fender lip to ground. Car level and have rocked it up and down each time i adjusted the tension. I also lifted the front of the car off the ground each time i adjusted the tension bolts. The passenger side bolt is 1.75” outside the block more than the driver side. Why would this be the case? Do i need to pull the torsion bars and make certain the lower uca’s are at identical positions?
