Vibration noise

Is there a fix for a vibration noise coming out of this thing?? Or do I just bend the crap out of the flap that I think is in there?

It's a vacuum controlled butterfly valve. If it's vibrating, something must be busted or loose. Personally I run open filter air cleaners on all of my vehicles including my 98 Dakota with 318 (5.2)!
