I just posted a response to a question concerning a fender tag and wasn't sure that was the best way to pose this question.

I tried decoding my friend's fender tag on his 71 Challenger convertible and there's some ambiguity.
See attached. He does not have the broadcast sheet unfortunately.

You won't likely find any historical data on Vehicle Order Numbers, such as the K40000. The details of the special order are on the broadcast sheet and window sticker.
Y39 simply means it was a special order (by a specific customer) rather than ordered (and optioned) by the dealership hoping to find a buyer.
What items are you specifically looking to identify its color? The top? the body? the interior? the stripes? This body code plate lists several colors.

What are your specific questions? Any items that you think are ambiguous or uncertain of?

The tag has all indications of being the original tag and not a reproduction tag. I have images of Challenger other fender tags from September 1970 (1971 Model Year) and many of the misalignment issues on the posted JH27H1B166122 fender tag are also present on them.
The 999 paint code could be any color, even another manufacturer's color. You should be able to find the color somewhere hidden on the car.
Post some pictures of the car so we can see what you are dealing with.

K Von is special order or special order police. Both Y39 and a special order police with Y35.
Interesting that the VON number is an even 40,000.
999 is quite uncommon. Sure would like to see a broadcast or build sheet for JH27H1B166122

My friend, Mike Schumacher in White Pigeon MI is the owner and has been for 25 years. I am trying to help him clarify some of the history of the car. Unfortunately, it has had some rather sub standard body work done to it. It's originally a Florida car, so that could be a good or a bad thing, depending on where and how it was garaged. I asked him to do a title search but has yet to do it. This may clarify some of the mystery. I will have him send me some pics.

If no broadcast sheet or build sheet are to be found then have him try to find original paint in the trunk or under trim and multiple other locations.

If he can, look underneath the rear shelf package tray, that's usually a good place that hasn't been repainted before and because it's not hit by the Sun you can usually get a pretty accurate reading from a paint gun that digitally breaks down the color, a lot of paint shops have them now.

I found the best original color patches under the access plates that are removed when you do a front wheel alignment.

I don't know why. But I'm thinking it was a primer order car. I did mix paint in the 70's. I could be completely off on that.

Not heard of that one before.
Would a primer only be the same as a body in white?
Obviously this one is not a body in white as it doesn't have that tag.

Yes. When a dealership, or raceway (example: pace car) plans to repaint the newly arriving car, they may order it in primer. I've known of this, but I cannot say I've connected it with the 999 paint code, which simply means, it's not any of the standard colors available that model year, example: silver.
